Distinguish implementer/end user and maintainer documentation #58

As an implementer/end user or a maintainer, I can find well-organized information on how I can use OSCAL.

Goals:

  1. Plan how the existing documentation should be reorganized and reach core team consensus on the plan.
  2. Implement the reorganization plan so all documentation clearly indicates the target audience.
  3. Identify missing pieces of documentation on OSCAL use, such as walking end users through basic document creation or explaining to more advanced users how to generate prose from OSCAL content.
  4. Create missing pieces of documentation on OSCAL use in Markdown format that can import cleanly into Word, Powerpoint, and/or other appropriate production platforms. Ensure each document clearly indicates the target audience.

Acceptance Criteria:

  1. Validate that the documentation has been reorganized in accordance with the plan.
  2. Validate that the new documents have been created and their contents are accurate and concise.
  3. Be ready to share the new and revised documentation with Fred, Jaafar, and the tiger team for review.

Dave, Wendell, Andrew and I discussed this during our working session on 12-12. I will take inventory of the existing content, review examples from other projects of how they do their documentation, and think about what we might do to improve our documentation. I'll bring those suggestions back to Dave, Wendell, and Andrew for discussion.

Dave, Wendell, Andrew and I discussed this at length during our working session on 12-21. I presented my thoughts on how we could improve our documentation and I asked questions to clarify audiences and their needs. At this point I've been focused solely on what needs to be documented and how those pieces relate, and have not considered where each piece should be located (repository, pages.nist.gov, etc.)

We have discussed a new documentation structure based on five Markdown files:

  • README.md: one-paragraph summary of OSCAL, motivations for and purpose of OSCAL, and the primary audiences (with pointers to the main documentation page for each audience)
  • IMPLEMENTERS.md: main doc page for catalog and profile maintainers, and tool vendors. Will provide links to all the info implementers might need, such as the high-level OSCAL model, the OSCAL document model and tagging specification, OSCAL examples, etc. At this time there are no subsets of implementers who should be addressed separately from others, but in the future we should reconsider this.
  • USERS.md: main doc page for OSCAL users. Will summarize the main user types and explain the benefits OSCAL can provide them. Will explain that OSCAL is currently under development and is not yet ready for use. Could add pointers to examples to give people an idea of what OSCAL content might look like.
  • CONTRIBUTING.md: main doc page for OSCAL project contributors. Will briefly explain the OSCAL project approach (agile) and mention OSCAL deliverable types. Will describe the main ways people can make contributions, including reporting issues. Will explain how the team uses the GitHub issue tracker. Will point to mailing lists and other communications mechanisms. In the future, this page would be expanded to explain how to download the latest OSCAL files, set up your environment, etc. as well as to add expectations such as rules of behavior, naming conventions, and coding style conventions.
  • ROADMAP.md: information on future plans for OSCAL development.

Based on the group's discussion, I am going to develop a basic set of pages that explain the OSCAL concept of a control. They would explain what a control looks like and what its components are, point to other pages explaining the components, etc. When I have a draft ready, I will let Dave, Wendell, and Andrew know so they can review the draft and provide feedback. I am also going to do strawmen for the USERS.MD and CONTRIBUTING.MD files, then solicit feedback on those from Dave, Wendell, and Andrew as well.

I have made slow progress on a strawman for pages that explain what an OSCAL control is. I hope to have a solid strawman by the end of the week for review next week, along with the USERS.MD and CONTRIBUTING.MD strawmen.

  • Andrew will update Slate to use pages.nist.gov styling
  • Docs branch will be clean and only contain the document artifacts that are necessary - will be used to deploy to nist.pages, which will automatically deploy to pages.nist.gov

I've finished drafts of CONTRIBUTING.MD and USERS.MD, and moved them from the docs branch to the sprint-7 branch. Today and tomorrow I will work on finishing the control strawman.
