FIgure out a robust way to handle xccdf:Tailoring elements. SCAP Workbench seems to require hard-coding of the component-ref URI in the xccdf:benchmark element, and doesn't do XML catalog resolution. CIS-CAT Pro doesn't seem to support Tailoring components at all. It might make the most sense to implement the functionality of Mark Preisler's combine-tailoring.py script in XSLT as part of the DITA-OT transformation, or perhaps as a standalone transformation.
