hugo build hangs in action *sometimes*

Since around Nov 2022 we started to run into problems with hugo build hanging sometimes and not always. Cancel the stuck workflow and re-run the job usually resolves the problem.

This seems a widespread problem: gohugoio/hugo#8166
I won't have to look into this to try resolve this in the next few weeks, but want to open up this issue so that we can keep track of the problem.
