3.6.0版本的优化功能：优化 appendLog 发送逻辑以避免 follower 宕机后影响写性能
有一些小问题
1，是storage 的物理机器down了以后，rpc走的是返回的是timeout，不是notopen
2，reset没有重制时间
3，vlog2的打印日志exception->what()可能会core
