Finding issues to contribute to

Hi @vlang/v-devs
I want to inform you that a new section "Finding issues to contribute to" was added to our CONTRIBUTING.md file.

This section will show you how you can filter issues by likes and tags.

The notification about voting for an issue with likes will be added to every new issue, so users wouldn't forget about likes, and developers will find what users want more easily.

The likes thingy exists for 2 weeks now and seems it's helpful. Let me know what do you think about it.
