Fix the build

The build is broken, here's how to fix it:

When this CfC passes on 26 March 2024, use the manual publication process. That should fix the build and automated publication workflow.

@himorin related, I'd recommend the team to update the Transition Guide and/or Joint Deliverables Guide to enumerate any additional requirements when a single WG publication on the Rec Track is being published jointly for the first time. Future groups in this same situation will appreciate that.
