Some repositories are meant to contain issues about other specs/groups:

w3c/strategy tracks charter renewals for groups
w3ctag/design-reviews contains review requests about other items
- Requesting review of HTML Ruby Markup Extensions i18n-activity#1857 is an i18n-tracker issue in the TAG repo about the HTML Ruby spec.

The tooling gets confused about those repositories and how to associate horizontal labels or group labels to them.
