I am in the process of using sosa:ObservationCollection for a project, and realize that there is a restriction "sosa:resultTime max 1" for the ObservationCollection concept. I was wondering what the rationale for this is. In fact, shouldn't it be "sosa:resultTime min 1"?
SSN-ext was a non-normative extension, published to trigger feedback for a potential addition in a future edition of SSN.
ObservationCollection has been added to the core SSN Ontology (i.e. in the sosa: namespace) in a new edition of SSN which is not quite complete, but available here: https://w3c.github.io/sdw-sosa-ssn/ssn/
There are no cardinality restrictions on collection properties.
The consistency rules for collections and their members are refined.
