`navigation request’s URL` is unclear #343

https://w3c.github.io/webappsec-csp/#should-block-navigation-request has occurrences of "navigation request’s URL." However it's unclear:

It links to concept-response-url instead of concept-request-url (which is a request's URL).
concept-request-url appears to be "the first URL in request’s URL list." which is the original URL before redirects. Probably the intent is to check the "current URL" (concept-request-current-url) which is the URL after redirects.
