feat: rename run_always to run_install #770

Fix #761 by renaming run_always to run_install, with back-compat alias. The point of the function is to run in the install step, and not if the install step is skipped (IMO which probably more common than only running the install step!)

CI will fail until conda-forge's setuptools gets patched with the correct metadata. Edit: fix in, should roll out in about an hour.
