Fixes duplicate time components. Previously we used second based unix timestamps which did not provide enough precision for unique hashes. This in combination with the non true random nature of the third zuid component allowed for zuid collisions.
Also includes more strict rules around each zuid component to match updated spec: zesty-io/zuid-specification@2345599
