While working on zio/zio#9268 I realised that there were a lot of things outdated with this repo. This PR batch updates/fixes a large number of things, primarily:

  • Downgrade Scala 3 version from 3.4.x to the latest LTS (3.3.4). Thankfully we didn't create a release yet using Scala 3.4
  • Update Scala 2.12 and 2.13 versions
  • Update scalafmt config to include Scala 3 files
  • Update plugins and runtime dependencies wherever possible
  • Add lint and mima bin-compat checks to CI
  • Update CI to use actions/setup-java
