Use internal registry for kurtosis-cdk ci

Our CI has improved a lot in the past few days but we're still seeing some issues related to docker hub rate limiting. After discussing with the devops team, we've agreed to use the internal registry they maintain. This would solve most of our problems imo.

TODOs:

• Find out if polygon's prod internal registry can be used with Kurtosis - It turns out the repository only contains helm charts... We'll maybe need to set up something different.
• Make a SPEC ticket to get the permissions to create artifact registries in GCP.
• Set up a remote artifact registry in prj-polygonlabs-devtools-dev.
• Make another SPEC ticket to create a service account to allow the CI to pull images from the remote repository.
• Find out how to set up the remote registry as the primary registry when using kurtosis.
• Attempt to run the CI.
• Move to a production registry? We could also keep the dev on - it's up to the team to decide.
