it shown:
ERROR: Could not install packages due to an EnvironmentError: [Errno 13] Permission denied: '/Library/Python/3.8'
Consider using the --user option or check the permissions.
i don't know what the meaning is........

Try running with sudo

Are you using administrator? If you are try using sudo. If you are not try take a look using the --user option with the user option added.
python3 -m pip install pyobjc-framework-ApplicationServices pyobjc-framework-CoreText --user
