I will need to figure out what an appropriate way to trigger an attachment load is, since the loaders now live on separate apps. This may depend upon the import record #182

Other issues to be dealt with:

-[ ] Putting downloaded files into S3
-[ ] Setting up some kind of trigger mechanism to pick up on when the data loaders have finished
