The handbook should specify that Regional Code is a required field that also has to be filled out: https://www.gsa.gov/about-us/gsa-regions. For DC-based employees, you should select regional code as 00 Central Office instead of 11 National Capital or 11 NCR.
Current behavior
Currently, there is no guidance on what regional code DC employees should select, and it's confusing because 00 Central Office, 11 National Capital, and 11 NCR all correspond to the DC area. I've gotten my transit benefit application rejected for putting region 11 instead of 00.
