As a Tock user, I wan't to be able to access the utilization reports so I need a link to get there.

In #1026 we opened up access to the main utilization report, but the navigation link to get there doesn't render unless is_staff=True. .

We'll know we're done when

The Reports navigation item is visible to all authenticated users
