Support configuring TLS termination at cluster ingress or service level

The current configuration only supports TLS termination by by the SCIM bridge (via Let's Encrypt cert), or no TLS. We should expand the config options to allow the user to set up TLS termination at the ingress (see #29) or service level.

Examples of all these options can be seen in either the Connect Helm Chart or this closed PR.
