Read #7 for clues.

It basically should be:

a grid of Districts (with 0-2 Tributes assigned in each, but more slots may be needed later),
and adjacent pool of Tributes that each can be assigned any District from this grid.

For starters, choosing a District can be implemented with a dropdown, but drag-and-drop interface will be expected in the later course.
