Create a new repository for the OpenOrganelle Challenge deployment

Context

Part of #17

The deployment and the open source project will need to be separated so that the project can be reused outside of the challenge.

Proposal

• This repository will hold the general open source project and its helm-chart.
• The new repository will hold the actual deployment of this helm-chart for the the OpenOrganelle Challenge.

Updates and actions

• Create a new repository inside the 2i2c-org that's called segmentation-challenge-deploy
