(1/5) Move the helm-charts/images/gcp-filestore-backups subdir into it's own github repo

Context

We want to create a new helm chart to store gcpFilestoreBackups. This requires the subdir under helm-charts/images being extracted into it's own repo, preferably with the current history preserved. Definition of Done

• A new repo exists with the contents (and history) of the helm-charts/images/gcp-filestore-backups folder
