The objective of this task is to come up with a work plan on what needs to be done to support our Managed Jupyter Hub service on JetStream2 / Openstack.

Should include knowledge upskilling around ClusterAPI- Develop Terraform backend for deploying kubernetes to ClusterAPI.

Definition of Done

The spike will be followed by #5352

We were double counting our 'estimate' so I've adjusted the estimate of this issue from 13 to 0 since the work is being tracked within sub-issues.
