[Spike] Deploy JupyterHub to JetStream2 using ClusterAPI

The objective of this task is to come up with a work plan on what needs to be done to support our Managed Jupyter Hub service on JetStream2 / Openstack.

Should include knowledge upskilling around ClusterAPI- Develop Terraform backend for deploying kubernetes to ClusterAPI.

Definition of Done

• Talk to Jetstream and get ourselves an appropriate allocation #5353
• Make sure everyone on the team has rights to this allocation #5354
• Manually create a cluster (no terraform) #5355
• [2 days] Manually deploy z2jh on it to get a feel for how it works #5356
• [1 day] Setup authenticating to this cluster from our deployer #5357

The spike will be followed by #5352

We were double counting our 'estimate' so I've adjusted the estimate of this issue from 13 to 0 since the work is being tracked within sub-issues.
