Update our Hiring and Candidate Search documentation

Context

We have some old hiring process docs from the early days, but they haven't been updated in a long time.

We recently completed the process of doing a candidate search, interviewing them, and hiring them:

This entailed a lot of "first-time" processes and took much longer than we'd ideally take to do this in the future! We also drew from a number of new sources to define process / structure, such as CS&S and IOI.

Proposal

We should update our Team Compass documentation to provide instructions on how to conduct a job search for future rounds. I think that this could be a section in our Human Resources docs like Conducting a candidate search.
