MakeROM by default does create CCI files that will work when written to development cards using official hardware.

Until this is fixed, please use CLI flag -devcci to invoke using the static data provided by the SDK.

Note: This workaround will only work with Development CCI files.

This is fixed in MakeROM v0.18.2.

Please find compiled binaries in formal release here
