You definitely have some problem from your sln and/or csproj file:

 `Debug|Any CPU` = `Debug` /ActiveCfg
-------------------------^

usually it looks like $(Configuration)|$(Platform):

 `Debug|Any CPU` = `Debug|Any CPU` /ActiveCfg 
---------------------------^

The format Debug of configuration is not supported.

The error should point to incorrect or corrupted records from your project files.

The normal records looks like:

sln:

GlobalSection(SolutionConfigurationPlatforms) = preSolution
    Debug|Any CPU = Debug|Any CPU
    
...
GlobalSection(ProjectConfigurationPlatforms) = postSolution
	{27152FD4-7B94-4AF0-A7ED-BE7E7A196D57}.Debug|Any CPU.ActiveCfg = Debug|Any CPU

csproj, vcxproj, ...

any way of checking and using of this, for example:
 '$(Configuration)|$(Platform)' == 'Debug|AnyCPU' etc.

Well, you can attach the following files for our debug, or please inspect this by yourself:

• F:\src\ExternalExperiment2\ExternalExperiment.sln
• F:\src\ExternalExperiment2\MakeNativeExports\MakeNativeExports.csproj

I'm not sure yet about bug from our side.
