As a user, I can drag and drop PBIs when I've scrolled down, without the PBI position being wrong

If you scroll down and then try to use drag and drop you'll notice that it thinks that the item's position is higher up than it should be. It appears that it isn't adding the scrolled down distance to the Y co-ordinate.
