As a user I want to create checks with a wizard.

First page: URL of the service
Second page: Depending on the automatically detected service type, allow advanced settings such as which observed properties to query in which intervall. Minumum possible test: GetCapabilities
Add notification target (i.e. email address), then submit the new check.
