For a graphic / logo situation (no text), I'd suggest a contrast of at least -31 or so (although -20 might be OK) based on the calculations at https://www.myndex.com/APCA/ -31 gives the contrast level that's OK for "spot and non text" usage.

5calls dark blue (#1E77CE) against black is -30.4. I think you might be OK against a black or dark grey background, as long as it is just the logo and no text.
