How to setup telegram bot to receive notifications ?

I got message error 400 : chat not found.

With few research, I understand the problem is from Telegram parameters. But after many trials I still cannot get it to work, I always get the error code 400 'chat not found' ...

Any one else had the same issue ? How did you set up your telegram bot to receive the notifications properly ?
