Imminent impactors for geocentric orbits and bug fixing

- In module cobweb added automatic triggering of the propagation
of geocentric orbits when searcing for impactors. In
particular, if there is a reliable nominal and the arc type is
>2 or the curvature is significant (i.e. its chi squared is >10
and the geodetic curvature has a chi which is >5), then
geocentric orbits are propagated for the impact search. The
number of points for the cobweb is decreased by a factor 4.
- In module cobweb, in case of multiple minima of the distance
inside the same close approach, added selection of the closest
minimum.
- In mov_obs_predictor.f90, added case for infinite airmass and
fixed wrong output of predic_obs.
- In impcor_interfaces.f90, bug fix for the matrix used to apply
the semilinear method.

New functionalities in handling ADES data:
- Use of different kind of ADES files in input and
output: .obs_psv as input and .rwo_psv as output;
- Handling of ADES data from .obs_psv and .rwo_psv
in the same way as .obs and .rwo, setting precendence
according to the value of the same input parameter
precob;
- Deleted comparison between ADES data and .rwo data:
the two kind of data must keep separated and files
.obs and .obs_psv should not coexist.
In case of coexistance of .obs and .obs_psv, reading
of .obs_psv first. If a .rwo_psv file exists, but there
is no .obs_psv file and precob=.true., search for
the presence of a .obs file and handling of MPC
80-columns data.
- New subroutines defined in src/suit/ades.f90:
- update_ades_mpc
- update_ades_rwo
- find_obs_ades
- changed_obs_ades
- In src/suit/ades.f90 defined new public data type
ades_fit_var containing auxiliary variables with

Changed computation of chi function for NEOScan

- When a reliable nominal solution doe not exist, the
chi function is computed by using the minimum RMS among
the MOV sampling as reference value. This is a bug fix in
cobweb.f90.

Minor fixes in handling ADES data

MOV sampling observation prediction fixes

- Added option op_sigma (maximum sigma value) for the
executable mov_obs_prediction.f90.
- Debugging and res-styling of the main program mov_obs_prediction.f90.
- Added a doubly constrained correction of the nominal solution in
cobweb.f90: this basically does not affect the orbit but let the chi
be computed in the same way of the other MOV points.
- Debugging of routines for i/o of the MOV sampling files in
orbit_elements.f90.

Handling of ADES data

- in suit/astrometric_observations.f90: added handling of input/output ADES data,
converting to and from internal data types ast_obs and ast_wbsr; giving
priority to reading .psv files. Added new dedicated subroutines and functions;
- added module suit/ades.f90, defining all data types, subroutines and functions
needed in handling ADES data;
- in propag/least_squares.f90 and prelim/io_det.f90: added writing of output
data also on ADES .psv file;
- added parameter "ades_type" in lib/fitobs.key and lib/neofit.key;
- fitobs/finopt.f90 and neodys/neofit2.f90: added reading of flag "ades_type"
from options file, selecting the output file to write.
Possible (integer) values of parameter "ades_type" are:
- 0 : writing only .rwo file
- 1 : writing both .rwo and .psv files
- -1 : writing only .psv file
- Added permanent designation for numbered objects over 620000 in suit/obsvarie.f90;
- fixed bug in subroutine fit_weight (propag/least_squares.f90).
