Enable JS on the menu and navigation

Describe the feature

Was thinking it would be interesting if the navigation could be at the top and slide to show the navigation when JS is enabled.

Something like if JS is enabled the bottom inline anchor would go away. The top inline anchor would be replaced with a button and then use expand and collapse.
