Climber Subsystem Logic including

Left and Right motor and encoder initialization
Functions for setExtend, getExtend, stopExtend, resetRightEncoder, resetLeftEncoder, retractWinchs. Possibly more.
PID Controller Tuning
Ticks Per Meter Tuning due to potential differences from calculated value with 15:1 gearing and expectation value from 15:1 gearing plus friction from pulley
Homing and Extend Current Limit Tuning (small homing current limit and larger extend current limit)
