Expected Behavior

Gonna put all the code related to the feature disable service into the feature manager module.

Development Tasks:

  • Add new packages: AElf.Kernel.FeatureManagement.Core & AElf.Kernel.FeatureManagement
  • Move interfaces to AElf.Kernel.FeatureManagement.Core
  • Move implementations to AElf.Kernel.FeatureManagement
  • Fix test projects
