Remove the cparser/Bitfields emulation pass; update the -fbitfields option

cparse/Bitfields is no longer used.

The `-fbitfields` command-line option is kept for backward compatibility
but has no effect.

The `-fno-bitfields` option is removed and will cause an error, since
there is no longer a way to reject programs using bit fields.
