Program cannot start - api-ms-win-core-path-l1-1-0.dll missing #106

as subject says, after clean install, program can not be started, installed as admin, tried on WINDOWS server 2012 x64 R2 and Windows 7 x64 too, Image installed as admin : activitywatch-v0.12.1-windows-x86_64-setup.exe.

when I click OK on the error screen, I get second error :
"Error loading Python DLL C:\Program Files (x86)\Activity Watch\python39.dll. Load library : the specified module could not be found."
Any ideas how to fix it and make it work?
