Phase 2B - Changes to Process Orders for Meter-Based Scheduling

UI Changes to the Process Orders form
Add LastWOMeter and NextWOMeter to the screen

Record Selection Criteria
Alter existing default records returned to only happen for (D)ate based records
Add logic to also return records that match the (M)eter based criteria which means that it has NextWOMeterReady = true
If a record is (B)oth, then it must match both Date AND Meter criteria.

Update WOSchedule
Make sure that after processing, WOSchedule LastWOMeter and NextWOMeter are updated/calculated.

Creating WOOrder
Populate new SchedMeterAmt field if doing meter-based from the scheduled meter amount (not current)
