I'm not very familiar with Delphi, but it looks like a sum type.

 TType = record
    Block: Byte;
    case TypeKind: Byte of
      SUBRANGETYPE:
        (HostType: Byte;
         Low, High: Integer);
      POINTERTYPE, ARRAYTYPE:
        (BaseType, IndexType: Byte);
      RECORDTYPE:
        (NumFields: Integer;
         Field: array [1..MAXFIELDS] of ^TField);
      FORWARDTYPE:
        (TypeIdentName: TName);   
  end;

Which is kind of inconvenient to express right now, but would be something like:

struct TType (
    Block ubyte,
    TypeKind ubyte, 
    union (
        as_SUBRANGETYPE struct (HostType ubyte, Low, High int),
        as_POINTERTYPE struct (BaseType, IndexType ubyte),
        as_ARRAYTYPE struct (BaseType, IndexType ubyte),
        as_RECORDTYPE struct (NumFields int, Field [MAXFIELDS] *TField),
        as_FORWARDTYPE struct (TypeIdentName TName),
    )
)

Yes it should be the same, although if you want to be able to access the fields without doing .as_WHATEVER first, you can also do something like this instead:

struct TType (
    Block ubyte,
    TypeKind ubyte, 
    union (
        struct (HostType ubyte, Low, High int),
        struct (BaseType, IndexType ubyte),
        struct (NumFields int, Field [MAXFIELDS] *TField),
        struct (TypeIdentName TName),
    )
)
