Is your feature request related to a problem? Please describe.
We do not want to allow private chat from one to anybody.

Describe the solution you'd like
We want to allow private chat only for group members to other group members.

Describe alternatives you've considered

Additional context
Allow us to set rights for the private messaging modul.
