Update: IPLINFO.TXT on this website http://mzelden.com/mvsutil.html has a C script to get CPU count
NUMCPU = C2d(Storage(D2x(CSD + 212),4)) /* point to # of CPUS */

oeconsol isn't currently on the zOS machines but it looks like we could add it quite easily
