What is the Problem Being Solved?

Kernel needs to be able to prioritize messages from EC and Oracles: #6576
It doesn't have a way to know them right now because it's all by Ocaps.

We considered having a separate smartWallet-style contract but having the addresses in vstorage is less costly.

Description of the Design

Pick a vstorage key for each of them. Perhaps a governed param of a governed contract.

Security Considerations

Address lists must not be treated as authoritative.
