What is the Problem Being Solved?

The upgrade-test framework is designed to create persistent images that can be used in subsequent upgrade tests.

However there are some behaviors that we want to test without persisting into subsequent images. For example, that we could upgrade to V+1, before knowing what V+1 is.

Description of the Design

Some way to specify the actions that take place in order to qualify the build image and a separate set that execute in CI with that image without being persisted.
