Describe the bug
Treasury doesn't connect to wallet even after 1h

For some reason it can't connect to RPC node ... i replaced with my IP in connections.json
Everything it's whitelisted between the servers so we can exclude the firewall issues

If anyone is seeing errors like "-50 is negative", that means that they don't have enough RUN in their fee purse to cover getting the public facet. Putting RUN in their fee purse is the short term solution to this problem. The long term solution is giving a better error in the dapp UI.

OK, let's use that to track this going forward.

"The error should direct the deployer’s attention to their low RUN balance." suggests a scope more narrow than the treasury web UX, but I trust that will work out in due course.
