ESlint 9.1.1 no longer uses config files

When upgrading to ESLint 9.1.1 in any repo you will see the following error

ERROR: "esLint" exited with 2.

It turns out that config files are now deprecated.

We need to come up with a plan to address this migration to v9.x.
