When working locally, UI changes are not appearing in the browser

Please describe the bug

1. Run the project locally.
2. Update a UI element, e.g. change the Sass
3. Notice that the Sass updates the CSS and the -css.js file
4. Notice in the client that the CSS is not updating.

This issue surfaced with the v3.1.0 release

Reproducing the error

This issue cannot be reproduced on the Auro docsite

Expected behavior

As UI code is updated, the UI should reflect the change in the client without additional effort.
