Fluid scrolls not working

So when I use a fluid scroll with a bucket of water in my offhand, it doesn't add water to the scroll. Tried with allow scroll and deny scroll and neither one of them works.

Replicate method:

• Have a bucket of water in your offhand.
• Have a fluid scroll (allow or deny) in your main hand.
• Right click to add fluid to scroll.
• It doesn't add fluid to the scroll.
