The problem is that when advertisers select publishers, they're presented with a huge list of domains, most of them obviously unfamiliar. What's worse, most of those domains are inactive publishers.
Describe the solution you'd like
Simpler choice of publishers: top tier, second tier, incentivized ; incentivized always capped to 10c
Individual publishers should still be selectable under advanced mode, but only the ones who have earned recently should be shown.
Describe alternatives you've considered
Manual monitoring and classification of publishers: designate a person; this person can also modify advertiser campaign targeting on the fly to ensure better overall results.
