Allow different settings for HTML vs. XML

While you can set the options for input-xml and output-xml, when you're tidying HTML you probably want output-xml to be false; and when tidying XML you want it to be true. There may also be other settings you want different between HTML and XML.

It'd be nice to have the ability to keep the two things independently configurable.
