gnss | HUACE 430 raw_data reception exception，Abnormal data parsing #15582

Describe the bug
"After configuring the HUACE 430 driver, data reception is abnormal; only the last few bytes of data are being received."

To Reproduce
Steps to reproduce the behavior:

Connect with ttyS0
Configure the driver
cyber_launch start modules/drivers/gnss/launch/gnss.launch
Compare the data of the Serial Debugging Assistant with the data of Apollo

otherwise：
I use the dreamview+ replay demo3.5 data package，the gnss raw_data is error code too

Expected behavior
The raw_data for each frame should be complete.
