It seems that web_video_server already has support for H.264: https://github.com/RobotWebTools/web_video_server/blob/4ab9568b34a66b9517b58f8161a63fdee8bf1677/CHANGELOG.rst#010-2018-07-01. However, I tried this on my own laptop and it did not work for some reason (along with VP8). Might work on the robot though, since the robot uses kinetic instead of melodic.
