I have searched the bug with a few keywords, and I confirm this bug was not yet reported.

Describe the issue
If you equip a skirt or pair of pants in the loadout, it does not override your default job shirt unless you equip another shirt yourself. This means that if you want to use one of your underwear items as your upper body covering, or simply not wear a shirt to begin with (For example, for off-duty/passenger Cytherean fashion when you want to use the underwear Ao Yem over something like the loadout halter top) you have to manually unequip your default jumpsuit, and of course first have to remove any overwear to do that.
As you can see, this also creates the somewhat amusing visual of a skirt or pair of shorts being worn over a full-body jumpsuit, which admittedly might be something people would do on purpose sometimes (although maybe jumpsuits should occupy both shirt and pants slots, considering they cover both regions?)
I will admit this oversight is... incredibly specific, and doesn't really affect much (the annoyance of needing to alter your loadout preview to design outfits and change clothes on spawn every time you want to use an affected outfit is minor, after all), but I'm opening a bug report for it anyway just so it's documented.
How to reproduce
Open the loadout
Equip a skirt or pants item in your loadout, but do not equip a shirt
Notice that your job shirt is not overridden
Spawn in and notice that you can remove your shirt item and still be able to equip your ID on your pants items anyway
